In addition, COPPA allows self-regulation and so there are non-profits set up by businesses for this purpose. For instance, the FTC allowed one such agency, the Entertainment Software Rating Board (ESRB) to be created as a "safe harbor" program under the terms of COPPA. However, research has shown that sometimes the for-profit companies regulated by such programs do not always have a good record for ensuring the privacy of consumers.
In 2009, the Electronic Privacy Information Center brought a complaint to the FTC against a parental control software company which was selling data collected from parents to third parties seeking consumer information. EPIC stated in its complaint that the company used "unfair and deceptive trade practices by representing that the software protects children online while simultaneously collecting and disclosing information about children's online activities."
So the fears of mothers are being used to get personal information, and businesses profit from this information.
And what of the effectiveness of the software?
A quick online search told me that children, especially technologically adept ones, can find ways around the software by using proxy servers. Some parents who feel they are not as tech-savvy may let children do initial set ups that give them information about administrative settings and passwords, resetting system clocks.
The marketing suggests that a good mother becomes one who can do surveillance at all hours of day and night.
And of course, it is the mother's fault if she does not monitor the software 24/7, or if the software fails, as well it might, where there is a web-savvy child or teen.
But who can do so much surveillance? Parenting includes much more than simply protecting children -- or it should!
As one article in PC Magazine said, ultimately, parents need to have good relationships of "trust" with their children, because such software is not always effective.
So if it all comes down to trust, why buy the software?
To be sure, mothering does involve protecting children from dangers. Every computer these days comes with some built-in parental control software that can be used quite easily. There are reasonable concerns about age-appropriate access to different Internet sites and teaching children about being sensible about online dangers.
But all this software goes beyond such reasonable fears to turn mothering into policing.
That is why the quest for the perfect mother is perfect for selling products, but not for mothering.
Crowd-sourcing contests are starting to pull the big bucks
Lay's is offering a cash prize to the person who creates the best new idea for a potato chip with its "Do Us a Flavor" contest. Three finalists will see their inventions realized, then the public will decide on the best one by a vote on Facebook. The grand prize? Either $1 million or 1% of the new flavor's net sales in 2013; the winner gets to choose.
According to Ram Krishnan, vice president of marketing for Frito-Lay, the Facebook contest is the biggest promotion the company has run in its entire history. It's also the first time the food brand has taken crowd-sourced marketing to a U.S. audience. It ran the flavor contest in other nations, which led to new chips that tasted like Caesar salads, shrimp, sausage, and pickled cucumber.
The food industry has been joining the crowd-sourcing bandwagon with more and more high-profile brands. Samuel Adams, Arizona Iced Tea, and McDonald's have recently launched promotions that let customers create new tastes. It's a more corporate, incentive-based approach to crowd sourcing than the immensely popular platform Kickstarter, which has helped many independent thinkers and artists bring their dreams into reality.

In response to a storm of controversy surrounding its treatment of Human Cyborg Steve Mann, McDonald's has issued a statement, claiming that it has investigated the incident and determined that it "did not involve a physical altercation" when the University of Toronto Professor and father of wearable computing was ejected from one of its Paris restaurants.
Earlier this week, Mann made headlines when he published a blog post alleging that employees at the Champs-?lys?es McDonald's had tried to pull his EyeTap Glass off of his head and, when that failed, physically pushed him out the door and onto the street.
In an?exclusive email interview, he told Laptop that the alleged assault took place after employees objected to the EyeTap's potential use as a camera ? the device captures images in real-time but does not save them by default ? and tore up a doctor's note that Mann showed them, explaining why he needs to wear the permanently?attached device.
However, today, McDonald's is contradicting Mann's story, saying that its employees did not touch him or damage his equipment. In a statement, the fast food retailer said:
We share the concern regarding Dr. Mann's account of his July 1 visit to a McDonald's in Paris. McDonald?s France was made aware of Dr. Mann?s complaints on July 16, and immediately launched a thorough investigation. The McDonald?s France team has contacted Dr. Mann and is awaiting further information from him.
In addition, several staff members involved have been interviewed individually, and all independently and consistently expressed that their interaction with Dr. Mann was polite and did not involve a physical altercation. Our crew members and restaurant security staff have informed us that they did not damage any of Mr. Mann's personal possessions.
While we continue to learn more about the situation, we are hearing from customers who have questions about what happened. We urge everyone not to speculate or jump to conclusions before all the facts are known. Our goal is to provide a welcoming environment and stellar service to McDonald's customers around the world.
We reached out to Dr. Mann for further comment and are awaiting his response.

In the late 1990s, Nokia secretly developed another alluring product: a tablet computer with a wireless connection and touch screen?all features today of the hot-selling Apple iPad.

Hardware is a key element, but as we saw with Apple?s 2002 iPad, software, marketing, ecosystem and maybe most of all timing also play important roles when determining the success of a product line. When the time was right and the opportunities presented themselves, however, Nokia failed to execute.
?What struck me when we started working with Nokia back in 2008 was how Nokia spent much more time than other device makers just strategizing,? Qualcomm Chief Executive?Paul Jacobs?said. ?We would present Nokia with a new technology that to us would seem as a big opportunity. Instead of just diving into this opportunity, Nokia would spend a long time, maybe six to nine months, just assessing the opportunity. And by that time the opportunity often just went away.?
Anecdotally, I have a friend who worked with Nokia in advertising. He would say the same thing: The company was gridlocked by politics and poor leadership. ?Different product groups treated different parts of the company as competitors rather than compatriots.
And, five years after the iPhone was?unveiled,?Nokia is in a tail spin which is causing a cash crunch so huge that they will likely be forced to sell off a lot of those early patents which have been valued around $6B?which is just slightly under Nokia?s current $6.5B market cap. That means that investors have very little confidence in the firms ability to succeed. In fact, had Google waited, Nokia might have been a better patent purchase target than Motorola.
Nokia still is struggling to turn its good ideas into products. The first half of the year saw Nokia book more patents than in any six-month period since 2007, Mr. Elop said, leaving Nokia with more than 30,000 in all. Some might be sold to raise cash, he said.
?We may decide there could be elements of it that could be sold off, turned into more immediate cash for us?which is something that is important when you?re going through a turnaround,? Mr. Elop said.

ACP testimony focuses on innovative solutions to align value with care
(Washington) "We know that the current Medicare payment system is not serving the needs of patients, physicians or taxpayers," David L. Bronson, MD, FACP, president of the American College of Physicians (ACP), today told the House Energy & Commerce Subcommittee on Health. "Congress needs to do its part by repealing the SGR, once and for all. But the medical profession needs to do its part by leading the adoption of innovative models to align payment policies with the value of care provided to patients."
Dr. Bronson pointed to several promising payment and delivery system reforms that are being extensively implemented in the public and privates sectors, and could soon be broadly adopted by Medicare.
Specifically, ACP recommended that the Patient-Centered Medical Home model be scaled up for broad Medicare adoption. Features of the medical home contribute to increasing the quality of care and reducing unnecessary costs to patients and the health care system in general. There is an extensive and growing body of evidence on the medical home's effectiveness in improving outcomes and lowering costs.
"This model, which is built on a strong, redesigned primary care infrastructure, has demonstrated significant cost savings," Dr. Bronson said. "Congress should accelerate Medicare adoption of the medical home model by providing higher payments to physician practices that have achieved recognition. At a subsequent stage, medical home performance metrics could be added and incorporated into Medicare payment policies."
Both as part of his comments and in submitting ACP's statement for the record, Dr. Bronson also recommended that Congress should enact payment policies to accelerate adoption of the related Medical Home Neighborhood model.
"The concept of a 'medical neighborhood' is essential to the ultimate success of the medical home," he said. "It recognizes that specialty and subspecialty practices, hospitals, and other healthcare professionals and entities that provide treatment to the patient need to be recognized and provided with incentivesboth non-financial and financialfor engaging in patient-centered practices that complement and support the efforts of the PCMH to provide high quality, efficient, coordinated care."
ACP proposes that Congress help increase non-primary care specialists' participation in the medical home neighborhood model by offering higher Medicare payments to practices that have achieved neighborhood recognition with standards to be developed by the Secretary of HHS.
"Congress should establish Medicare incentives for physicians to incorporate evidence-based guidelines from national medical specialty societies into shared decision-making with their patients," Dr. Bronson implored.
ACP's "High Value, Cost-Conscious Care Initiative," which includes clinical, public policy, and educational components, was designed to help physicians and patients understand the benefits, harms, and costs of an intervention and whether it provides good value, as well as to slow the unsustainable rate of health care cost increases while preserving high-value, high-quality care.
Programs like this initiative could be incorporated into Medicare payment policies by:
reimbursing physicians appropriately for spending time with patients to engage them in shared decision-making based on the recommendations from this initiative and similar efforts by other specialty societies, and
developing a way to recognize, with higher payments, physicians who can demonstrate that they are incorporating such programs into their practices and engagement with their patients.
ACP also believes that additional steps could be taken now to help physicians move toward models aligned with value to patients, as well as rewarding those who have taken the leadership and risk of participating in new models like medical homes and ACOs.
Even as new models are being more thoroughly developed and pilot-tested, physicians in the meantime could get higher updates for demonstrating that they have successfully participated in an approved transitional value-based payment program.
"ACP believes that for the first time in many years," Dr. Bronson concluded, "we can begin to see a vision of a better future where the SGR no longer endangers access to care, Medicare recognizes and supports the value of primary and coordinated care, and where every person enrolled in Medicare has access to high-functioning primary care through certified medical homes, and other promising care coordination models, including value-based payment models.
"I hope that my testimony today demonstrates that enough progress is being made to move forward on new payment and delivery models as the basis for replacing the SGR," Dr. Bronson concluded. "Getting from here to there, though, will require that Congress enact a legislative framework to eliminate the SGR, stabilize payments during a transition phase, evaluate and implement new models, and specify a pathway and timetable to such models. ACP specifically calls on Congress to work from the Medicare Physician Payment Innovation Act of 2012, H.R. 5707, introduced by Reps. Allyson Schwartz (D-Penn.) and Joe Heck (R-Nev.), the only bipartisan bill that we are aware of that would facilitate such a transition to a better payment system for patients and doctors alike."
