Britain is secretly seeking oil-drilling rights in Somalia as it offers the beleaguered country humanitarian and security aid, The Guardian of London reported Saturday.
But al-Qaida-backed terrorists and other Islamist groups say they will fight against any Western powers drilling for oil in Somalia.
Last week, British Prime Minister David Cameron hosted a 55-nation international conference that ended with promises of aid for the country he said was for two decades ?torn apart by famine, bloodshed and some of the worst poverty on earth."
The summit, the Guardian reported, followed a surprise visit by British Foreign Secretary William Hague to Somalia?s capital, Mogadishu, ?where he discussed "the beginnings of an opportunity'' to rebuild the country.
The Guardian said that?away from the summit, British and Somali officials held talks about Somalia?s oil reserves.

Abdulkadir Abdi Hashi, minister for international cooperation in Puntland, north-east Somalia, told the Guardian, "We have spoken to a number of UK officials, some have offered to help us with the future management of oil revenues. They will help us build our capacity to maximise future earnings from the oil industry."
Hashi said Somalia would talk to BP ?at the right time? about technology needed to explore Somalia?s oil reserves.
Last month the Canadian company Africa Oil began exploration in the Puntland, the first drilling in Somalia for 21 years.
Hashi, who the Guardian said made the deal with Africa Oil, said the first oil was expected to be extracted within the next "20 to 30 days."
Africa Oil and its partners in the two Puntland licenses, Australia's Red Emperor and Range Resources, are targeting prospective resources of over 300 million barrels of recoverable oil.
The Guardian story comes amid reports from Reuters that an Islamist militia group in the semi-autonomous Puntland ?merged with the al Shabaab rebel group, which wants to scrap the licenses of Western oil and gas firms drilling in Puntland.
The al Qaida-backed insurgents used Twitter to declare all oil and gas exploration and drilling licenses nullified. While they do not hold the administrative control in the region needed to enforce their demand, the militants could?target installations operated by Western oil companies, Reuters said.
The union comes as the insurgents are being weakened, relinquishing ground to African Union troops around the Somali capital, Mogadishu, and losing territory to Kenyan and Ethiopian forces in parts of southern and central Somalia.
Puntland security officials have previously said the Islamist militia camped out in the Golis hills outside the port city of Bosasso is led by Yasin Khalid Osman.
"I ... the leader of Golis ranges Islamists have signed an agreement with al Shabaab leader Sheikh Muktar Abu Zubeir. We are now al Shabaab," a voice identifying itself as Osman said in an audio recording on al Shabaab's website.
"I urge residents to take part in the jihad against the Christian invaders and the Somali infidels that work with them," he said, referring to the foreign troops inside Somalia.
Osman rarely makes statements, and it was not immediately possible to verify his voice.

The gash is one of a pair of parallel features known collectively as Cerberus Fossae. These appear to be enormous collapsed lava dikes formed during eruptions of Elysium Mons, a volcano that vaults more than eight miles above the vast lava fields that surround it.
The mountain is thought to have been active within the past 2 million years. In principle, it still could be, with magma working its way down the flanks through subsurface conduits, rather than through repeated surface eruptions.
In 2010, another team of researchers hunting for heat sources on the Martian surface with an instrument aboard NASA's Mars Odyssey orbiter reported that they had detected warmth in the gashes, known as graben. The team noted that the signatures were hard to explain without invoking a subterranean source of heat.
Now, a team of researchers interested in faults on Mars says patterns of fallen boulders in both graben testify to marsquakes.
The team estimates that the temblors have occurred over a geologically recent span of time that could include the present day. If the evidence they see resulted from one quake, it would have registered at least a magnitude 7.5 had it occurred on Earth, comparable to an earthquake that devastated eastern Turkey last year. The results appear tomorrow in the Journal of Geophysical Research ? Planets.
The link between volcanoes, active faults, and potential habitats ?makes the boulder data we have collected so intriguing,? said Gerald Roberts, a geophysicist at the University of London who led the British-Italian team that conducted the study, in a prepared statement.
Using boulders as benchmarks for earthquake activity is one way to get around the dearth of instruments on Mars for taking the geophysical pulse of the planet. So far, NASA's Viking landers, which arrived at Mars in the mid 1970s, are the only platforms that carried seismometers to Mars, notes James Head III, a planetary scientist at Brown University in Providence, R.I., who studies volcanoes, quakes, and tectonics on other planets.
Unfortunately, he adds, the only shaking they detected came from vibrations as wind buffeted the landers.
Indeed, he adds, ?it's pretty remarkably abysmal? that basic information gleaned from seismometers ? from the structure of a planet's interior to the level of quake activity ? is still lacking for Mars. Scientists have had to turn to Earth's moon as a model for what the structure of Mars' crust might be like. Apollo astronauts left seismometers on the moon that operated until 1977 and revealed a great deal about the moon's structure.
Given the paucity of data on quake activity on Mars, Dr. Gordon's team has provided a ?great analysis and is very thought-provoking,? says Dr. Head, who was not part of the team.
In an e-mail exchange, Roberts explains that the inspiration for using boulders as surrogates for estimating quake activity came during a conversation he was having with a colleague. The colleague asked about detecting earthquakes on Mars and Roberts recalls regaling him with the Viking story. The colleague then asked: "Can you not see evidence of landslides triggered by marsquakes?"

First, stop justifying what you?ve done and get off the dime. Start committing money to high-quality stocks in a gradual way. After all, if you shift a big percentage of your portfolio into stocks right now, you could regret it. And if you remain in cash, you could regret that, too.
So hedge yourself. Start moving money into stocks at regular intervals, being sure to keep buying if the market dips so you get better entry prices.
A conservative place to start would be the Vanguard High Dividend Yield ETF (NYSE: VYM). True, it currently yields just 2.9%, but that?s still 50% more than 10-year Treasuries are paying and 50 times as much as the average money market fund.
Even if stocks go nowhere over the next 10 years ? highly unlikely given the decade we just had ? you?d still be better off in this fund than in a bond or money market fund.
There are a ton of reasons to put off making this move from the state of the economy to the size of the deficit. But that?s just the kind of thinking that got you stuck on the sidelines.
Look at the bright side. Inflation and interest rates are low. We?ve had five straight months of declines in the jobless rate. The ECB has extended three-year, low-cost loans to European banks. The Greek parliament has voted to actually cut spending. And we?re in a period of all-time record corporate profits.
So cast off. As the great nineteenth-century theologian William Shedd pointed out, ?A ship in harbor is safe, but that is not what ships are built for.?

NEW YORK ? Stocks edged higher on Wall Street early Thursday on several encouraging reports about the U.S. economy, including a drop in claims for unemployment benefits. Continuing uncertainty about Greece's debt problems kept the gains in check.
The Dow Jones industrial average was up 54 points to 12,834 shortly after 10 a.m. Dow futures had been lower before the market opened on fears that Greece's latest bailout package could fall apart.
The broader Standard & Poor's 500 was up 4 at 1,347 and the Nasdaq composite was up 11 points at 2,926.
The Labor Department said weekly applications for unemployment benefits dropped for the fourth time in five weeks, reaching their lowest point since March 2008. The agency also said one broad measure of wholesale inflation came in lower than expected last month.
The stronger reading on the U.S. jobs market led traders to sell Treasury bonds, pushing yields lower. The yield on the 10-year Treasury note, a common benchmark for lending to consumers and businesses, rose to 1.95 percent from 1.93 percent late Wednesday.
European markets did not fare as well. Major indexes in France, the U.K., Germany and Spain slid on worries over whether Greece will secure a bailout. However, the ATHEX index in Greece climbed 0.5 percent.
As it has for weeks, deal-making on bailing out Greece dawdled on without any real clarity. Greece is trying to negotiate with its lenders, including the 16 other countries that use the euro, for breaks on some of its loans coming due next month.
Some of the lenders, including richer euro zone countries like Germany, have complained that Greece hasn't lived up to previous commitments to cut spending, a hard task in a country where citizens have grown used to extravagant government spending. There are also concerns that the second, euro130 billion bailout currently being negotiated wouldn't be enough to lift Greece out of its steep recession anyway, which could make Germany and other countries less likely to sign off on it.

Greek Finance Minister Evangelos Venizolos told the country's president, Karolos Papoulias, that there were "many in the euro zone who don't want us any more." Meanwhile Germany's finance minister, Wolfgang Schaueble told German radio he's "not sure even now whether all in the political parties in Greece are aware of their responsibility for the difficult situation of their country."
European stocks and the euro fell and borrowing rates rose for Italy and Spain, a sign that investors are worried that the two countries would be dragged back into a crisis that had shown some signs of easing. Portugal, another troubled euro zone country, reported 14 percent unemployment, the highest on record.
U.S. financials fell slightly after Moody's said it may lower the ratings of some of the world's largest banks, including U.S heavyweights Citigroup, Bank of America, JPMorgan Chase, Goldman Sachs and Morgan Stanley, because stricter regulations and a struggling economy will crimp their long-term prospects for growth.
In other stocks making big moves:

February 16, 2012 -- Soldiers in the National Guard with no history of alcohol abuse are at significant risk of developing alcohol-related problems during and after deployment, according to a new study published in Drug and Alcohol Dependence journal. Researchers at Columbia University's Mailman School of Public Health and colleagues at three other institutions found that the soldiers at greatest risk of developing alcohol-related problems also experienced depression and/or PTSD during or after deployment.
Alcohol-related behaviors are common among the military, yet few studies have looked at how issues like PTSD and depression contribute to the risk for abuse during or following their service. The knowledge gap is even greater for army guard soldiers.
The researchers based their findings on data collected between June 2008 and February 2009 from 963 soldiers of the Ohio Army National Guard and who said they had never abused alcohol prior to active duty. The investigators found that 113 (11.7%) of the soldiers reported alcohol abuse disorder that first occurred during or post deployment.
The 113 respondents were also screened for depression and PTSD based on standard criteria from the Diagnostic and Statistical Manual of Mental Disorders (DSM-IV). Among this group, 35 (31%) also reported depression, 23 (20.4%) reported PTSD, and 15 (13.3%) reported both psychiatric conditions. Interestingly, the study shows that alcohol abuse was uncommon among the small number of participants who had a history of depression or PTSD prior to their deployment.
The soldiers at risk for new onset alcohol abuse were mostly male (97%), less than 35 years of age (74%), and single (45%). The majority had been deployed only once and most recently to a conflict setting.
"A novel finding of our study is that developing depression or PTSD during or after deployment were strong risk factors for having alcohol problems during the same time period," said Brandon Marshall, PhD, of the Department of Epidemiology at Columbia's Mailman School and lead author of the study. Because new onset alcohol abuse was most common among service members experiencing depression and PTSD, one possible explanation is that soldiers who experienced depression or PTSD self-medicate with alcohol to cope with negative feelings and the stress of deployment.
These findings have important implications for intervention and policy, according to Dr. Marshall and colleagues. Historically, few active soldiers seek treatment services for alcohol abuse, mainly because information is non-confidential and may be perceived as having negative career consequences. "The high prevalence of alcohol abuse during and after deployment observed here suggests that policies that promote improved access to care and confidentiality merit strong consideration," noted Dr. Marshall.
Previous studies have found that National Guard soldiers are more likely to engage in alcohol-related behavior compared to active army personnel. They are also less likely to enter substance abuse treatment after they return from active duty. "These findings indicate the urgent need to evaluate the availability and uptake of alcohol treatment interventions for this population," noted Sandro Galea, MD, DrPH, chair of the Mailman School Department of Epidemiology and senior author.
The investigators caution that the timing of new onset alcohol abuse in relation to a psychiatric disorder was self-reported. They also note that there were few women included in the study.

It?s Wishful Wednesday today! It?s also Valentines Week and since I?ve been posting about Love this week, I believe that it?s time to finally publish my special post about it. Mkay, so around September 2011, I made this blog post but I never published it yet. I just kept waiting for the right time. I initially made this because a friend of mine started being in an LDR and I wanted to let her know that there?s nothing she should worry about. I present this as a Valentines Week feature.
